In addition to educational work, the purpose of the association is to organize the Iranian diaspora in Germany and the European Union. The basis of the joint work of the association's members is the recognition of human rights and respect for democratic principles.

 

To this end, our association - in cooperation with other organizations - is committed to establishing a democratic institution for the Iranian diaspora. This institution should serve the formation of a polity and democratic decision making as well as the election of democratically legitimized representatives.

Kavian's goal is to build a parliament in exile, which will become the recognized representative of Iranians in Europe.

Implementation

The structure of the exile parliament is planned in four phases.

 

Phase I

- Foundation of the initial association (Kavian e.V. founded in 2024),

- Development and consolidation of the structure of the initial association,

- Dissemination and discussion of the project in existing networks.

Phase II

- Cooperation with other organizations among the Iranian diaspora,

- Organization of conferences and meetings,

- Joint founding of the umbrella organization to support the parliament structure.

 

Phase III

- Structure of the predecessor parliamentary system

- Establishment of the administrative bodies and the technical and financial structures

- Launch of the predecessor parliament with first internal elections

 

Phase IV

- Beta phase of the predecessor parliament

- Public announcement of the project

- Constitution of the parliament in exile with the first elections

 

We are currently in the transition between phase I and II.
