The Parliament in Exile
Iranians in Europe need a legitimate voice that has been given mandate to represent them. This is best done through a parliamentary institution. Kavian, and the associations and groups it works with, shall establish the administrative body of this parliament in exile.
Main Steps
In order to establish a parliamentary structure, four main steps have been envisaged.
The first step was to set up an association in Germany with the objective of starting this project. That association is Kavian e.V.
The second step is to collaborate with other registered associations in Europe to set up an umbrella organization, Peymaan. This step is being currently carried out (January 2025).
After Peymaan has been set up, the third step will be the development of the administrative organs of the parliamentary system.
Finally, with the administrative body of the parliamentary institution ready, the political body can be developed and elections can be organized.
The Structure of the PiE
Any institution requires an administrative body to support its political, social, economic or academic activities. In parliamentary systems, the administrative bodies are of immense importance as they provide the structure and platform for a smooth political work by representatives and ensure that the made decisions take effect. Without this administrative body, the individual groups would not be able to cooperate effectively. Disagreements, not sharing resources and the lack of any common executive organs will lead to disunity. This is the reason why the administrative bodies of parliaments in the Western world constitute more than 80% of the whole institution.
Using the parliament of Germany as an example, the following organs make the minimum necessary structure for establishing the administrative bodies of a parliamentary:
The election committee, which decides who is allowed to vote and who is allowed to stand for election,
The election office, which is responsible for the whole operation of organizing and carrying out the election,
Political lists, which are made up of persons, who aim to become representatives and have similar ideologies,
IT & Security,
The secretary, which will manage and organize all administrative works of the parliament, including the financial and legal matters,
A type of "constitutional court", which serves to solve conflicts and oversees the decisions made by the election committee,
The office of the parliament, which represents the political body of the parliament to the outer world and includes the Speaker of the parliament.
The umbrella organization, Peymaan, will work on developing and operating these organs.
